Detainees Human Shields

“Human Shields” is a political and military term that means the use of persons – who are protected under the International Humanitarian Law being prisoners of war, detainees or civilians – in preventing attacks against fighters or military sites. It also means the deployment of a group of people (civilian and military) to vital facilities during the time of war, such as military stations, weapons depots or strategic facilities, with the aim of protecting or seeking safety at them, thereby putting the enemy in front of a moral dilemma, where targeting such sites is prohibited. Civilians can be deemed to have been used as human shields in the event that one of the parties to the armed conflict carries out military operations against another party, from the inside of civilian objects (such as schools, hospitals, places of worship…etc.), or from the inside of populated areas, such as cities/towns, neighborhoods, markets, and other public areas.
